Kenya’s water reforms, are they on track or they have simply stalled?

Different water and sanitation sector analysts are of mixed reactions on whether Kenya’s water reforms are either on track or they have simply stalled. Tell us of your opinion and more importantly, attempt to justify your view on what you feel should be done to make the reforms even better.

    The reforms began well with the establishment of institutions with specific mandates. However, nothing much has happened beyond creation of such institutions. The fact that the Water Act 2002 on which the reforms are anchored is alien to even some government officials who are suppose to implement it has compounded the problem. There is need to conduct deliberate and intensive awareness campaign of the Act so that all parties can effectively play their roles.

    I think the water reforms collapsed the moment former water minister Ms. Martha Karua, who initiated the very reforms, left the Ministry. What remains today of teh reforms could be the good intentions on policy papers, strategic plans and service charters that are a mockery of the good reforms. Nonetheless, the reforms appear to be very slow - wherever we have traces of the same
